描述了一种新的视频动目标标识检测与识别技术，讨论了从视频中自动捕获用于识别动目标的最佳帧、动目标标识的自动搜索、标识字符的单字切分和字符图像的BP神经网络识别。实验显示，该技术运用于车牌自动识别系统能适应不同的天气和光照，有很好的鲁棒性。
